Taranto Launches new Web-Enabled Portal for DVLA’s KADOE Database

In response to the planned decommissioning of the DVLA’s Web-Enabled Enquiries service (WEE), Taranto has launched a portal to enable access to DVLA’s KADOE (Keeper at Date of Event) service. This easy-to-use lookup portal leverages the DVLA’s API to ensure seamless integration and consistency with the KADOE database. Taranto is an established KADOE Link Provider, which ensures authorised access to the KADOE service.

Taranto’s dedicated portal provides real-time access to keeper-related data, enabling enforcement for a wide range of vehicle-related offences, including anti-social behaviour, environmental and parking contraventions. The portal enables local authorities to identify the registered keeper of a vehicle quickly and efficiently by simply inputting the VRM or VIN.

Key Features of Taranto’s KADOE Portal:

  • Software-as-a-Service (SaaS) Solution: The portal is available via Taranto’s cloud-based SaaS platform, enabling users to access the KADOE database from any PC without requiring dedicated hardware. The portal is quick and easy to use and provides a response in real-time.
  • Flexibility: The portal is easily configured to be used for a variety of vehicle-related contraventions, including Public Space Protection Orders (PSPO), littering, dog-related offences, fly-tipping, abandoned vehicles, parking or any other offence involving a vehicle. Searches can be made against either the VRM or VIN, to easily identify the vehicle’s keeper.
  • Enhanced Functionality: Users can attach supporting evidence such as photos and text or voice notes to strengthen offence notifications. The system provides a full audit trail of all enquiries, as required by the DVLA.
  • Search and Case Management: Built-in search tools allow users to review historical cases and identify persistent offenders.  
  • Modern Interface: The portal offers a modern, intuitive interface that offers an online form for users to input essential details such as VRM or VIN, date, and reason for the enquiry. Vehicle keeper information is returned in real time.
  • Ease of Use: The system includes a dropdown list of enquiry codes, streamlining data entry and reducing complexity for back-office administrators.

 

This portal is a standalone solution, making it ideal for any local authority department that needs to identify vehicle keepers for enforcement purposes.  The portal can be used by any local authority department and does not need to use the complete Taranto parking enforcement system to get the benefits of the solution.

The KADOE database is an important tool to help enforce many types of offences involving a vehicle, enabling councils to identify the registered keeper. The introduction of the KADOE API is part of the DVLA’s digitisation programme, moving users to Cloud-based services. This transition is in line with Taranto’s Cloud environment, giving Taranto clients technology platforms that are intuitive, responsive, robust and secure, with minimal down-time.  The configurability of the Taranto solution allows councils to set up a wide variety of enquiry codes, presented in a drop-down menu. This new KADOE portal is intuitive and easier to use, giving real-time information to enable enforcement.
